Introduction:
Despite all the difficulties that the Iraqi reconstruction
process faces because of the lack of security in Iraq, many
projects have already been launched and the planning for completing
reconstruction is gaining pace especially that the last resolution
of the Security Council allows the constitution of a multinational
force to support security in Iraq. It also calls for the international
community to assist Iraq in rehabilitating its institutions
and infrastructure. This showed clearly in the Conference
of Donor Countries that was recently held in Spain and culminated
in around 33 billion $ out of the estimated 56 billion $ needed
for the reconstruction of Iraq until 2007. Even though some
fears appeared that donors countries might not live up to
their commitments, concerns were eased as to the problem of
finding financing sources for the reconstruction of Iraq.
During the Conference, it was also mentioned that some grants
and loans would be conditioned by giving opportunities to
non American and British contractors and companies to obtain
contracts within the reconstruction process.
Notwithstanding the bodies and companies which obtained or
will obtain job opportunities, it does not prevent those parties
from resorting to possibilities and resources available in
Iraq and its neighboring countries which had reconstruction
experiences and witnessed huge development leaps. Thus, these
countries enjoy now a good experience and great capacities
in terms of construction equipments and materials. Plants
for manufacturing most of the construction materials of international
quality and standards needed in Iraq are also available.
Most of the commercial, medical and service goods needed currently
and in the short term in Iraq are available in the Arab countries
where they are produced and manufactured at an adequate quality.
Arab Companies and industries still have interesting opportunities
to contribute in the reconstruction and trade process of Iraq
through obtaining direct contracts and establishing partnerships
between Iraqi and Arab contractors and companies as well as
through the upgrading of ways of exporting and importing goods
to and from Iraq.
Moreover, the recent international, American and British trend
towards accelerating the authority transfer to Iraqis will
allow attracting huge foreign investments that will contribute
to the development of Iraq and the revival of its economy.
