Introduction:
The “Reconstruction Process” remains the most important image on the Lebanese arena since the issue of the Council of Security Resolution No. 1701 followed by the withdrawal of the Israeli forces and the raising of danger from the Lebanese borders and harbors. This arena witnesses a lot of activities and efforts for the revitalization of the reconstruction process and to seriously and practically push its wheels. The recommendations of numerous meetings and conferences held inside and outside Lebanon, particularly the “Lebanon, Building and Investment Conference”, called, during the last period, to the necessity of supporting huge efforts deployed by the Lebanese Government in order to obtain additional material support necessary for the financing of the reconstruction process. In addition, the recommendations called to the importance of establishing a unified authority for the cooperation and planning of the reconstruction process and to relate it to the Lebanon development plans and to constitute a unified funds through which shall be managed all the national, Arab and International donations with the cooperation of the donator countries through a clear mechanism that shall be supervised by the Lebanese Government to guarantee the realization of priorities and the execution quality. This situation requires throwing light upon the mechanism that shall be adopted by each authority or donator country in the method adopted to declare about the projects it shall adopt and the method of granting concession the contractors and companies whether from Lebanon or from the donator countries and to determine the Lebanese role in the supervision on this process.
Moreover, it is certain that the reconstruction process will sort out important investment opportunities and projects for investors from Lebanon and from outside Lebanon, especially that Lebanon is gradually regaining confidence in its economy with differential features that characterize the Lebanese investment.
Conference Objectives:
The partnership of Lebanon with the donator countries and authorities will be through the correct and sound orientation of donations and loans that have been determined for the interest of the reconstruction process and will have an essential and historical role for the raise of Lebanon economy and people. In addition, the participation of the Arab civil authorities and societies shall not be of less importance in the provision of support and facilities, necessary for the reconstruction through establishing companies, deeds and securities. Moreover, alliances and solidarity between Lebanese companies and contractors and their Arab counterparts shall consolidate the common cooperation that pushes the reconstruction process.
The conference purposes may be summarized as follows:
- To explain reconstruction plans and programs adopted by the Lebanese Government and to clarify what has been achieved of the hereto.
- The projects that the donator bodies undertook to perform and the subcontracting mechanism.
- Sectors and projects that need financing.
- Public and private infrastructure sector.
- Industry sector.
- Agriculture sector.
- To introduce legislations and laws required to be amended in order to push the reconstruction process.
- The submittal of the donator bodies for their vision related to the projects execution methods and mechanisms it adopted according to the cooperation that occurred or will occur with the Lebanese Government.
- To throw light upon the domains where the private sector, the national sector and the civil societies and their bodies can contribute in the reconstruction process.
- To explain the requirements of alliances and solidarities between Arab contractors and their Lebanese counterparts and to throw light upon the legal aspects, the investment guarantees and the insurance services in Lebanon.
- To know the investment opportunities going along with the reconstruction projects.
- To know the capacities of the building materials companies and factories, contractors, equipments and labors that may be provided for the reconstruction process through companies that shall participate in the Building Lebanon Expo going along with the conference.
